In a meeting with the province’s Local Chief Executives on March 9, DILG Kalinga, led by Provincial Director Max Meyer Adong, presented the policy and guidelines for the 2022 Seal of Good Local Governance (SGLG).
As stated in Memorandum Circular 2022-026 signed by DILG Secretary Eduardo Año, this year marks the full implementation of RA 11292, or the SGLG Act, which institutionalized the SGLG as a progressive assessment system that aims to boost LGU’s drive to constantly progress and sustain their performance across various governance areas.
Under the SGLG, LGUs will be assessed in ten governance areas that include Financial Sustainability and Administration; Disaster Preparedness; Social Protection and Sensitivity; Health Compliance and responsiveness; Sustainable Education; Business Friendliness and Competitiveness; Safety, Peace and Order; Environmental Management; and Tourism, Heritage Development, Culture.
Unlike the previous iterations of the SGLG where cash awards are given to winners, awardees this year are eligible to the SGLG Incentive Fund to finance their local development projects.
The Council of Good Local Governance composed of the DILG, DBM, DOF, DOH, DSWD, DepEd, DOT, DENR, DND, and NAPC will serve as the policy-making and advisory body to ensure the proper implementation of the SGLG.
