The Cordillera Regional Project Monitoring Committee (RPMC-CAR) shall join the Department of the Interior and Local Government (DILG) – CAR and the Cordillera Regional Task Force to End Local Communist Armed Conflict (RTF-ELCAC) in their future project monitoring and inspection, to further ensure the proper implementation of the Support to Barangay Development Program (SBDP). This was agreed upon during the RPMC’s meeting last February 8, 2022 presided by Committee Chair and National Economic and Development Authority (NEDA) – CAR Regional Director Susan Sumbeling.
DILG-CAR Engr. Lorielane Ferrer presented the status of SBDP projects in CAR. For FY 2021, the Cordillera region received a total of Php160M to fund 25 projects across the eight communist terrorist groups (CTG)-cleared barangays from the provinces of Abra 6, Kalinga 1 and Mountain Province 1.
As of January 25, 2022, of the 25 projects, three projects have already been completed and 12 projects are ongoing. However, during the project monitoring led by DILG-CAR from November 2021 to January 2022, it was found out that most of the ongoing projects were problematic.
The RPMC, created by virtue of EO 376, is presently composed of seven government agencies and three CSOs/NGOs. It is the project monitoring arm of the Cordillera Regional Development Council (RDC-CAR) and is responsible for the monitoring and evaluation of priority programs and projects being implemented in the region, particularly those that are encountering implementation bottlenecks and those projects that are worthy of replication. It submits monitoring reports and recommendations generated during problem-solving sessions to RDC-CAR for information and appropriate action.
As the technical secretariat of RPMC, NEDA-CAR enrolled these 25 SBDP projects under the Regional Project Monitoring and Evaluation System (RPMES) to facilitate their monitoring and evaluation. By Joseph Joshua C. Sibaen
