Mayor tells civil servants to adhere to regulations

BAGUIO CITY  – Mayor Mauricio G. Domogan urged officials and employees of the local government to strictly comply with existing civil service rules and regulations to avoid being unnecessarily charged for violations that could cause their dismissal from the service.

The local government underscored the recent findings of newly appointed Commissioner Aileen Lourdes Lizada of the Civil Service Commission (CSC) that some employees of a number of frontline services were found playing games in their cellphones during office hours that should serve as a lesson for officials and employees of the local government and for them to start reforming their ways in dealing with people transacting business with the different offices daily.

Earlier, Commissioner Lizada conducted a surprise inspection in some 14 government agencies and several frontline offices of the local government to ascertain the compliance of officials and employees to the provisions of the Anti-Red Tape Act as amended by the Ease of Doing Business Act and she found some offices which were compliant to the same, while there were some offices found to have some certain violations.

“Let us not wait for civil service officials to point out our violations. Let us perform our assigned duties and responsibilities we swore to perform to the best of our ability when we were appointed to office,” Domogan stressed.

He also commended personnel of the Baguio fire department for having been given the necessary citations by the CSC for their strict adherence to the provisions of ARTA and the Ease of Doing Business Act as personally discovered by Commissioner Lizada during her surprise visit and challenged them to continue providing excellent and quality services to their clients.

The CSC also gave similar citations to Baguio City Fire Marshall Chief Inspector Nestor C. Gorio and a criminology intern from Easter College Inc. for having provided her with the needed treatment even if she posed as an ordinary citizen wanting to transact business with the said office.

Among the offices Commissioner Lizada inspected included the Philippine Statistics Authority (PSA), Land Transportation Office (LTO), Land Transportation Franchising Regulatory Board (LTFRB), Baguio City Police Office (BCPO), Baguio City Emergency Medical Service (BC-EMS), Social Security System (SSS), Government Service Insurance System (GSIS), and other frontline offices in the city government.

According to her, the nearly 1800 work force of the local government should continue to excel in the delivery of services to the growing number of constituents in the different parts of the city so that people  continue bestowing their trust and confidence to the ability of the government to cater to their basic needs in terms of services rendered them.

Domogan expressed his gratitude to the CSC for sustaining the government’s efforts to empower civil servants to pursue the delivery of excellent and quality services to their clients as part of the overall efforts to improve the perception of the people of government’s ability to cater to the needs of the growing population, especially in terms of basic services, in the most efficient and effective manner.
