BAGUIO CITY – The Department of the Interior and Local Government (DILG) and the Philippine councillors league (PCL) recognized the Baguio city council is one of the top performing local legislative bodies in the country.
The certificate of recognition was turned over to city officials led by outgoing Mayor Mauricio G. Domogan and Vice mayor Edison R. Bilog during the regular Monday flag raising ceremony at the city hall grounds.
In the Search for Outstanding Local legislative Body last year, the Baguio city council was one of the declared top five finalists of the said activity geared towards elevating the services of local legislative bodies in the country to higher level for the benefit of the greater majority of their constituents,
In the 215 search for the term 213-216, the Baguio city council placed second to Quezon City in the race for the top performing local legislative body in the country.
The Baguio City council was able to excel in 5 of the 6 creterias of the search that included participatory wherein it regularly consults concerned stakeholders on matters affecting them which comes in various forms; paperless wherein it embraced the state-of-the-art technology in its transactions; legislative management information system wherein it is both employee and customer friendly; legislative tracking and monitoring which is an institutionalized activity whereby the impact or effects of approved ordinances or resolutions are measured including its implementability or non-implementability and sharing whereby it readily shares its best practices to other local government units who are interested to learn from existing practices.
The other criteria for judging the best performing local legislative body include the fact that approved ordinances and resolutions support the executive agenda and the development thrusts; ordinances and resolutions provide legislative action on the comprehensive development plan and ordinances and resolutions are aligned with the 5 government guideposts.
Among the wards received by the local legislative body include National Finalist for the Local Legislative Award in 2006; Outstanding Sanggunian in Highly Urbanized City – Local Legislative Award 2012 and National Finalist for the Local Legislative Award in 2015.
Crrently, All ordinances and resolutions from July 1, 2016 to June 30, 2018 are indexed by subject, by sponsor, and by date of approval.; Hard or electronic copies of ordinances and resolutions can be retrieved or accessed on inquiry within a reasonable period of time; . Journal of Sanggunian proceedings from July 1, 2016 to June 30, 2018 are available. All journal of the Sanggunian’s proceedings from July 1, 2016 to June 30, 2018 are available in the soft and hard copies and the Sanggunian regularly made publications through newspapers of general circulation of all local laws resulting from their legislative work not only to satisfy the requirements of the law on publication but also to inform the public on legislative measures that are to be enacted and implemented.
Outgoing vice mayor bilog recognized the individual and collective efforts of the elected local legislators and the employees of the city council in the achievement, saying that the same should serve is a mtivation for the incoming members of the council to replicate such accomplishment in the future.
