10 outstanding punong barangays in city recognized

BAGUIO CITY  – The Rotary Club of Metro Baguio recognized the top ten outstanding punong barangays in the city aside from the Hall of Fame awardees during the fitting ceremonies organized for the said purpose.

The Hall of Fame awardees for the Annual Search for the Top Ten Punong Barangays in the city are  Federico B. Codley of Atok Trail, Murphy W. Maspil of Holy Ghost Proper, and Andres B. Remarque, Jr. of Upper Quirino-Magsaysay.

On the other hand, the recipients of the Top Ten Punong Barangays are Debbie S. Banagui (Private Road Magsaysay), Manfred P. Bilibli (South Sanitary Camp), Dan P. Daniel (Bakaeng Central), James B. Doligas (Brookside,) Gil A. Lomboy (Country Club Village), Edward G. Lumasang (Cabinet Hill-Teachers Camp), Nicanor N. Nialla (San Antonio Village), (Trancoville) William B. Regacho, George L. Saguid (San Luis Village), and Magdalene Elsie B. Tindoc (Manuel Roxas).

The Search for the Top Ten Punong Barangays in Baguio city is an institutionalized activity of the Rotary Club of Metro Baguio since 1994.

The annual search is being undertaken with the support of the City government of Baguio, the Department of the Interior and Local Government (DILG), the Association of Barangay Councils (ABC), among others that support the event.

The criteria for judging evolves as the need of the changing times that focuses on the implementation of livelihood projects, anti-drug abuse campaign, peace and order, women and children protection, establishment of a barangay human rights action center, health and sanitation, environment protection and climate change, Katarungang Pambarangay or Lupong Tagapamayapa, preparation of the annual budget and the annual development plan, adoption and maintenance of parks, monitoring and prevention of the proliferation of illegal structures in the barangay, enforcement of anti-squatting laws and ordinances, family background, and leadership traits.

The Rotary Club is an organization of business and professional men and women united worldwide to provide humanitarian service, encourage high ethical standards in all vocations, and help build goodwill and peace in the world.

The Hall of Fame awardees and the Top Ten Punong Barangays received individual plaques of recognition and cash incentives from the organizers of the event during the awarding ceremonies held at the Hotel Supreme Tuesday night.

Under the provisions of the Local Government Code, the barangay is the smallest political subdivision in the bureaucracy.

Further, the Local government Code provides that a barangay must have minimum inhabitants of 5,000 to be duly recognized as a full pledged barangay pursuant to the rules and regulations crafted for the said purpose.
